You will need an official certified copy of the marriage certificate from the authorized custodian — the Vital Records office or county clerk in the state where the marriage took place. Apostilles are issued only on certified copies from the issuing state or county authority. A notarized photocopy is not a substitute for an official certified copy, and a church-issued ceremonial certificate is not a substitute for an official civil marriage record.

California

The issuing office varies depending on the record type and county. Certified copies may come from the California Department of Public Health Vital Records or the county recorder. We process the apostille through the California Secretary of State.

Certified marriage licenses in Texas are issued only by the county clerk where the license was filed. Texas Vital Statistics issues verification letters, not certified marriage license copies. We submit the certified county clerk copy to the Texas Secretary of State for apostille.
