Start with the issuing authority and destination

  • An apostille authenticates an official signature or seal; it does not verify the contents or guarantee that a foreign recipient will accept a document for every purpose.
  • Confirm the exact record, required language and document age with the receiving authority.
  • Where the Apostille Convention applies with the United States, use the appropriate apostille route.
  • Other destinations may require authentication and additional legalization.
  • A Florida document, an out-of-state record and a federal background check may need different offices even when their owner lives in Columbia County.

Florida birth, death and marriage records

  • The Florida Department of State accepts qualifying birth and death certificates bearing the State Registrar's signature from the Bureau of Vital Statistics or county health department.
  • Marriage and dissolution certificates may come from the Bureau or the appropriate court clerk.
  • A notary-certified photocopy cannot replace a properly certified public record.

  • Confirm the current certificate-service schedule and bring the completed application, valid photo ID and any eligibility documentation.
  • The Health Department issues eligible vital-record copies; it does not issue the Florida apostille.

When someone else will receive your birth certificate

  • The county birth page links an affidavit that allows an eligible person to name someone else to receive the birth certification.
  • Follow the form's notarization and identification instructions.
  • Its instructions require a valid photo-ID copy even when the person signing is personally known to the notary.
  • Confirm the complete application package with DOH before sending it.
  • This release affidavit authorizes receipt of a record; it is not the birth certificate itself and does not replace the certified record needed for authentication.

Sealed birth records follow a separate request route

  • DOH-Columbia directs sealed birth records to the Bureau of Vital Statistics in Jacksonville.
  • Do not assume that an ordinary county application can release a sealed record.
  • Confirm access and certificate format with the issuing authority before arranging international use.
  • Apostille processing does not change who is entitled to obtain a record.

Check the death certificate version before ordering

  • County death-certificate service covers Florida deaths from 2009 onward; the county directs earlier requests to the Bureau of Vital Statistics or VitalChek.
  • Cause-of-death information has additional access requirements.
  • Ask the overseas recipient whether it needs a certificate with that information, and then confirm eligibility and supporting documents with DOH.
  • A death certificate and a probate court order serve different purposes and should not be substituted for one another.

Call the Clerk about certified court copies

  • Use the court-record search to identify the case and document, then confirm certified-copy instructions with the relevant Clerk division.
  • The main contact page lists 173 NE Hernando Avenue, Lake City, FL 32055 as both its physical and mailing address, with 386-758-1342 for general inquiries.
  • It specifically directs court-case questions to telephone rather than email.
  • Explain whether you need a complete final judgment, order or another specific document, and follow any department-specific delivery instructions.
  • This courthouse address is separate from DOH on Franklin Street.

Choose the department for the document

  • The Clerk directory lists Domestic Relations at 386-719-7402, Circuit Civil at 386-758-1036 and Probate at 386-758-1051.
  • Official Records uses 386-758-2169, while marriage-license questions use 386-754-7005.
  • For a divorce judgment intended abroad, identify the case and explain that you need the certified final judgment.
  • Ask about complete pages, certification and available format before payment.
  • The Clerk supplies records; the Florida Department of State handles the applicable apostille certification.

Marriage evidence comes from the returned, completed record

  • Columbia issues a certified marriage certificate after the officiant returns the completed document for recording; additional certified copies may be requested.
  • A pre-ceremony application is not proof of the recorded completed marriage.
  • If another county issued the license, start with that clerk.
  • Tell us the precise document requested by the receiving authority so we can help distinguish a recorded marriage copy from a Bureau vital-record certificate before arranging authentication.

Use the Official Records certification route for recorded instruments

  • The Clerk's Official Records collection includes recorded instruments such as deeds, affidavits, judgments and declarations of domicile.
  • Its linked eCertify portal provides electronic certified Official Records delivered by email.
  • Locate the correct instrument before ordering and retain the original electronic file if you purchase one.
  • This service does not establish that a PDF is eligible for every authentication route or that a foreign recipient will accept it.

Florida Gateway College: official transcripts versus MyFGC printouts

  • Florida Gateway College uses Parchment for official transcripts, including secure PDF delivery and an official printed option.
  • An unofficial MyFGC transcript is a different product.
  • FGC cautions that coursework before 1986 may be absent from the unofficial version; use its official ordering route if those courses are missing.
  • For overseas authentication, confirm the required registrar signature, notarization and delivery format before ordering.
  • A secure electronic transcript or a verification that its PDF is unaltered is not itself an apostille.

Contact the college before requesting special preparation

  • FGC's Office of Registration & Records lists [email protected] and 386-754-4280.
  • Send the recipient's written requirements and ask what official signature or certification the college can provide before selecting delivery.
  • Its forms page also provides name-change and authorization-to-disclose forms.
  • Resolve a record-name issue through the college when necessary; authentication does not amend academic records.
  • Do not assume that a transcript order automatically includes notarization or state submission.

Private documents, school transcripts and business records

  • Florida public-school or university transcripts need a registrar or issuing official's signature and notarization with a full notarial statement under state guidance.
  • For affidavits, powers of attorney and other private documents, confirm the required signing and notarial certificate before execution.
  • Florida business filings need an original state-issued certified copy or certificate of status rather than a simple online printout.
  • Each item should be reviewed individually so that the certification fits the document being submitted.

Notarization and apostille are different steps

  • Notarization prepares an eligible private document; it does not produce an apostille.
  • We can discuss remote online notarization after checking identity, witnesses, document suitability and recipient requirements.
  • It does not replace official certification of a public record.
  • Confirm preparation before signing or sending originals.

FBI reports follow the federal route

  • An FBI background check is a federal record and goes through the U.S. Department of State authentication process, not a Florida state apostille submission.
  • A local court record is not the same document as an FBI report.
  • If your overseas application asks for several records, share the complete list so we can coordinate state and federal submissions separately and help avoid sending the entire package to the wrong authority.
