Remote Online Notarization for Non-U.S. Citizens

Yes. We offer remote online notarization for non-U.S. citizens, including clients without an SSN, using biometric identity verification. We confirm valid ID, document and signing-location requirements before your session. Contact Miami Dade Apostille to review your options. The identification you can present, where you will physically be when signing, the available verification process and the document's requirements all matter.

Tell us where you will sign and where the document will be used before booking. We can review the service requirements without assuming that a foreign passport works in every situation.

Check my eligibility for online notarization

For your initial inquiry, provide your document type, signing country and ID type/issuing country. Do not send your full passport number or an ID image in your first message.

Can a non-U.S. citizen use remote online notarization?

U.S. citizenship is not a blanket requirement for a signer under Florida's online notarization procedures. A non-U.S. citizen still needs to satisfy the applicable identification and session requirements. Eligibility must be assessed for the particular person, document and platform workflow. (Florida Statutes §117.265; §117.201)

"Foreigner" can describe someone visiting the United States, a noncitizen who lives here, or a person signing from another country. These situations should not be treated as interchangeable. The country where you are physically located during the appointment can affect which identification rules apply.

Are you signing inside or outside the United States?

If you will be inside the United States

Tell us the state where you will be during your appointment. Having a foreign passport does not automatically establish that it meets the applicable identification requirements for a Florida online notarization.

Florida's general identification provisions list a foreign passport with a U.S. immigration stamp among the permitted credentials. The special online exception for a foreign passport without that stamp is expressly written for a signer outside the United States. Do not assume that exception applies while you are visiting or living in the U.S. (Florida Statutes §117.201)

If you will be outside the United States

Florida law permits a foreign passport without a U.S. immigration stamp as an identification credential for a signer located outside the United States. This does not remove credential analysis or identity-proofing requirements, and it does not mean every passport or signing country is supported by the platform used for your appointment.

Ask us to check your signing country, passport issuing country and document destination before booking. Also confirm the receiving organization's requirements and any rules that may apply where you will sign. See our dedicated page on remote online notarization outside the United States for more detail.

What information should I provide?

An eligibility inquiry is easier when it includes:

  • Where you will physically be at the time of signing, including the state if you are in the U.S.
  • The type of identification you have and its issuing country.
  • The type of document and the organization that will receive it.
  • The country where the completed document will be used.
  • How many people will sign and whether the recipient requires witnesses.
  • Whether you need the appointment conducted in a particular language.
Ask before sending sensitive identity documents. Complete any required identity submission through the process confirmed for your appointment, rather than attaching passport images to an initial general inquiry.

How the appointment review works

1. Confirm the document's requirements

Ask the recipient whether it accepts electronic signatures and remote online notarization. Tell us if it requires a particular certificate, witnesses, original paper document or additional authentication.

2. Review your identification and location

Miami Dade Apostille can check the service requirements for the ID you plan to use and the country where you will sign. A general list of platform-supported IDs does not replace the rules applicable to the notary and your session.

3. Confirm the available verification process

Before reserving, establish what the session requires. Do not assume that a passport, selfie, SSN or ITIN on its own guarantees approval.

4. Attend the live online session if eligible

Prepare a camera, microphone and reliable internet connection. Follow the signing instructions and complete the required checks. A Florida online notary public must be physically in Florida during the act, although the signer can be elsewhere under the applicable rules.

Review my international signing request

Will the document be used in the United States or abroad?

Signing from another country and using a document in another country are different questions. Tell us both locations. A person overseas may need a document for a U.S. recipient, while someone in Miami may need a document for use abroad.

If you need an apostille, discuss it before notarization. An apostille authenticates the relevant official or notary signature and is issued by the competent authority. Miami Dade Apostille is not the issuing government authority. Notarization alone does not include an apostille or establish acceptance by a foreign recipient. See our online apostille services page for more information.

Ask about the appropriate document format and next steps for your destination. Do not assume a downloaded electronic document can be submitted in any format without further preparation.

If you do not have a Social Security number, see our dedicated page on remote online notarization without a Social Security number.
