Which Countries Require Legalized Invoices?
Countries that commonly require legalized commercial invoices include those in the Middle East (UAE, Kuwait, Qatar), parts of Africa, and some Latin American countries. Note: Saudi Arabia acceded to the Hague Apostille Convention (in force 7 December 2022); apostille may be accepted depending on the receiving institution. Apostille vs. Embassy Legalization
For Hague member countries, an apostille is sufficient. For non-Hague countries, the invoice must be legalized by the destination country's embassy or consulate. Some countries require both a Chamber of Commerce certification and embassy legalization.
